[Cause]
Target MPU may be hang.
Or, it may be in low power consumption mode or sleep mode.
[Workaround]
There is no workaround when the target MPU is hanged up.
Debug connection is not available with JTAG-ICE if the target Arm core is not operating correctly.
If the target MPU is in low power consumption mode or sleep mode, return it to the normal status and reset it to initialize JTAG-TAP state.
